BY-LAWS
No.
1 League
Composition.
The association shall play sides in
divisions formulated, year-by-year, as far as possible to avoid byes, i.e. the
League format may vary, year by year.
The League is limited to 4 Divisions of
8 Teams and preference is to be given to Teams who participated in the previous
season and any new teams that contain players who played in the ESCCDL the
previous season.

2 Points Not
Covered.
Points not covered by the Statement of
Rules, By-Laws or Playing Rules of the Association shall be referred to the
Delegates, whose decision shall be final, subject to the Right of Appeal within
(14) fourteen days of the decision, to the Executive Committee, who may refer
the matter back to the Delegates. Any
decision then arrived at by the Delegates and Committee shall be irrevocable.
No. 3 Registration/Affiliation
fees. (Rule 4.)
Annual
subscriptions, team affiliation fees and weekly match fees are to be reviewed
at each AGM of the association. There
will be no entrance fee charged to join the association.
Annual
Registration and Team Affiliation fees must be paid for all players and teams
registered at the Association's registration night, the date, time and place of
which shall be designated by the Contest Director, no later than the
commencement of the first game of the season.
Any
new members accepted into the association after the commencement of the season
shall be required to pay the annual registration fee at the Delegate's meeting
immediately following the acceptance of their nomination for membership.
Following
the commencement of the season all new applications for membership must be
submitted to the Association Contest Director or Secretary no less than 24
hours prior to the match at which they intend to participate. The stipulated proof of membership (Rule 3.
(1)) Must be attached to the application.
If this process cannot be achieved the CD or Secretary must be contacted
by telephone, by the Team Captain, no later than 18:00 on the day of the match
they intend to participate in. Failure
to adhere to this requirement will render the nominee ineligible to participate
in any League competition until the application is accepted.

new applications for membership will be accepted after 15th July
each year.

3 (cont.) Registration/Affiliation fees. (Rule 4.)
All
weekly match fees, annual subscriptions for new members who have joined the
association since the last delegate's meeting, fines levied against a team
and/or any other outstanding monies must be paid prior to the commencement of
the Delegate's Meetings conducted immediately following the period in which the
fees have been accrued.
Any
team which is unfinancial, i.e. have not paid the previous month's fees and
levies, at the start of a Delegate's meeting shall invalidate the participation
of their delegate in the conduct of that meeting.

Other Penalties for Delegates Non-attendance.

5 Competition
Fees on a BYE night.
On any night when a team has a
scheduled BYE, League competition fees will not be charged for that night.

6 League Trophy
information.
Information in regard to any of the
League Trophies, (i.e. Most Wins, Most Tons, Highest Peg, Ladder Positions,
etc.), will only be made available at the monthly Delegate's meeting.

7 Responsibilities.
(Committee)
Where a date or venue for any League
function or competition has been advised in writing, then any alterations to
date, venue or any other important details will be advised to each Team Captain
in writing.
If time does not permit written notices to be prepared, then each Team Captain
will be informed of the changes by telephone by the Association Secretary.
No. 7 (cont.) Responsibilities.
(Team
Captains)
The
Association Secretary must be advised of a contact person for each team
including details such as address and phone number/s at the League Registration
night. Any changes to these particulars
MUST be advised, in writing, to the Secretary, NO LATER THAN, the Delegate's
Meeting following the change.
A
complete list of all team members must be supplied to the association secretary
prior to the commencement of the first game of the season. Full address particulars and phone numbers
must be supplied, wherever possible for all members. The list should also denote the team's
nominated Delegate and Captain for the ensuing season.
No. 8 Fines
a. Payment.
All fines must be paid no later than
the Delegate's Meeting in the month immediately following the determination of
the fine. The non-payment of any fines
will be published, each month, in the Treasurers report as an
"Arrears" entry.
b. Waiver.
Application for waiver of a fine must
be made, in writing, to the Association Secretary, no later than 14 days after
the meeting at which the fine was determined.
Supporting evidence must be provided at the time of application.
(E.g.
If a team delegate was not able to attend a association Delegate's meeting
because his/her registered Club was conducting a duly constituted meeting, at
which all members were required to attend, then a letter detailing this
requirement, from the secretary of the Club, would suffice as evidence).
No. 9 Team
Trophies.
For all major awards, (League Premiers,
Champions, etc.), the Association will only provide eight (8) individual
trophies per team. If a team has more
than eight (8) registered players and requires trophies to be presented to all
members then the team will be charged for the additional trophies. Payment to be made to the association
Treasurer prior to the AGM.
No. 10 Team
Composition.
Each
team shall consist of a minimum of six (6) and a maximum of twelve (12)
players. [Refer By-law No. 9]
To
compete in a match a minimum of four (4) players of each team MUST be in
attendance. If either of the competing
teams is unable to comply with this By-Law then the opposing team shall be
awarded the match and a 6-0 result will be recorded. If both teams fail to
comply then a "No Result" will be recorded and neither team shall
receive match or game points.
No. 11 League
Presentation Dinner.
The
members of the Association Committee and their partners shall be exempted from
payment of any admittance charges to the Annual Presentation Dinner conducted
by the association.
No. 12 Control
of League.
The Association shall make such By-Laws
and Playing Rules as it considers fit and proper to control the day to day
conduct of the League or, may authorise its’ Committee to make By-Laws and Playing
Rules for the running of the League.
No. 13 Transfer
of Players.
Any
member registered with a team during any season will not be eligible to play
for any other team in the League, in that season, unless a transfer is granted
by the Committee after submission of the appropriate Transfer Form signed by
all parties concerned with the transfer.
No. 14 Competition
Entry Fees.
Entry
fees shall be charged for all League competitions except the Presidents
Trophy. Fees for the Singles and Doubles
shall be charged on an individual basis whilst the Triples shall be charged as
a team event. The fees shall be
determined by the committee and advised to all teams at the commencement of
each dart season. The fee structure
shall be designed to cover costs associated with purchase of trophies and the
provision of supper.
No. 15 League
Presentation Night.
The
Presentation Night of the League shall be held, at a venue to be determined,
where possible, on the first Saturday in October.
No. 16 Life Membership.

To be nominated for a “Life
Membership” of the ESCCDL the ‘Nominee’ must fulfil all of the following:

Be of Good Standing,
·
Been a financial member of the ESCCDL for
a minimum of eight (8) consecutive years and
·
Held a Committee or a Committed Appointed
position for a minimum of three (3) consecutive years.
The ‘Nominee’ must be proposed,
seconded and three (3) other signatories who support the nomination are
required, all of which must be current financial members of the ESCCDL.
Nomination forms are available
from the Secretary.
The proposer must complete the
“reason/s for nominating” section on the back of the nomination form and the
completed nomination form is to be mailed to the Secretary of the
ESCCDL.
All proposals for Life Membership
will be handled by the Executive Committee in Camera and:

If approved, it will be announced at the
next League Presentation Night.

If rejected the “reason/s for rejection”
section of the form must be completed, signed by the President and Secretary
and retained ln records.
